Voting rights for Germans abroad
Germans abroad who are not registered in Germany are also referred to as Germans living abroad.
They are not registered ex officio in an electoral roll.
If Germans living abroad wish to vote in Bundestag elections, they must submit a written application for entry on the electoral roll responsible for them before each election.
According to the Federal Election Commissioner, the official forms are not yet available. It is therefore not yet possible to submit an application. The application form and a leaflet with instructions on how to complete it will be made available on the homepage of the Federal Election Commissioner about six months before the election date.
Further information and the application form can be found on the website of the Federal Election Commissioner.
Once the forms have been made available, they can also be requested from the district electoral authority responsible for the place of residence in which the German national living abroad last resided before leaving Germany.
If you were registered with your main residence in Wolfsburg before moving away, you must send the original of the formal application, which will be made available on the Internet by the Federal Returning Officer before the election, to the following address by the deadline:

Election notification
Eligibility to vote Eligibility to vote is determined by § 12 of the Federal Election Act. Germans living abroad Special regulations apply to Germans living abroad.
Please therefore refer to the information on the page of the Federal Election Commissioner. Under "Information for Voters" you will also find information for Germans living abroad.
Election notification Eligible voters receive the election notification from their municipality. It contains information about the electoral roll in which they are registered and further details about the election process on election day.
When are election notifications sent out? The date for the federal election has not yet been set. You will receive more information here in due course.
General:
Please contact your municipality approximately five weeks before the election if you have not received an election notification (date after the electoral roll has been drawn up). There you can find out whether you have been entered in the electoral roll at all. (An example: A person has moved shortly before the election. It is not clear in which electoral roll he or she is listed).
An application for registration on the electoral roll must be submitted no later than the 16th day before the election (Section 17 of the Federal Election Act).
Electoral roll Only those who are entered in an electoral roll may vote.
The electoral district 51 Helmstedt - Wolfsburg is composed of different municipalities with different electoral districts. An electoral roll is drawn up for each electoral district.
Inspection of the electoral roll Persons entitled to vote may inspect the electoral roll in order to check the correctness and completeness of their data.
How can I vote in the election?
On the election notification you will find all the information about your polling station, opening hours and absentee voting.
You have several ways to participate in the election:
1. you go directly to your polling place on Election Sunday. In addition to the election notification, please also take your ID or passport with you.
2. however, you can also apply for the issuance of absentee ballot documents.
You have the following options for this:
- You submit an online application at www.wolfsburg.de (an activation takes place approximately five months before the Bundestag election).
- You sign the application for an absentee ballot on the back of the election notification and send the application by fax.
- You sign the application for a ballot paper on the back of the election notification and send the application by mail to the City of Wolfsburg. Please do not forget the stamp, otherwise the application will not be delivered by Deutsche Post!
The application must be signed if you send it by mail or fax to the city of Wolfsburg, so that an expression of will of the person entitled to vote is recognizable. This is a legal requirement.
Please also note that unsigned returns cannot be recognized as applications, since a large number of undelivered election notifications are also returned to the election office at the same time. It is then not possible to distinguish between them.

You will also be given absentee ballot papers at the town hall. You can vote there immediately. Voting booths are available.
Please be sure to bring your election notification and an ID card or passport with you.
The opening hours of the absentee voting office can be found in the election notification.
Absentee ballots will only be issued at City Hall A.
It is not possible to issue them at the voting stations.
Eligible voters in the remaining area of the electoral district 51 Helmstedt - Wolfsburg can also find the time and place of the absentee voting offices in their election notification, which is sent out in due time before the election.
They will not be sent until after the 42nd day before the Bundestag election.
How many votes does each eligible voter have? Each voter has two votes:
The first vote is used to elect the constituency representative by direct vote. It is cast on the left half of the ballot paper. The second vote, which is cast on the right half of the ballot paper, is used to elect the state list of a party. (Section 4 of the Federal Election Act). -
Inspection of the electoral roll
The election date for the regular Bundestag election to be held in 2021 has not yet been set. The final dates will be communicated here in due course.
In the event of an election, all eligible voters who are also registered in the City of Wolfsburg on the 42nd day before the election (cut-off date) are entered ex officio in the electoral roll of the City of Wolfsburg.
All eligible voters will receive an election notification no later than the 21st day before the election.
It is already pointed out that - as with every election - it is possible to inspect the electoral roll in order to check the correctness and completeness of the data. However, this possibility of inspection is only possible within a certain period of time (§ 17 Federal Election Act).
Persons entitled to vote in the City of Wolfsburg may inspect the electoral roll for their electoral district from the 20th to the 16th day before the election on weekdays during general opening hours at the offices of the Election Office.
If you have any doubts about the accuracy of the information on your election notification and therefore also in the electoral roll, you can request to inspect the electoral roll of the City of Wolfsburg using the attached form. In the days before the inspection period begins, you will receive a message from the Election Office to arrange an appointment.
Eligible voters who do not reside in the City of Wolfsburg must contact the respective municipality in which they are registered. You will find the required information on your election notification next year.
The following applies to the entire electoral district 51 Helmstedt - Wolfsburg:
Anyone who has not received an election notification by the 21st day before the election should contact the municipality in which they are registered with their main residence for clarification no later than the 16th day before the election.
