General information
Anyone transferring their vehicle abroad to remain there requires an export license plate.
The vehicles must be presented to the registration authority before the export license plate is issued.
Prior decommissioning is no longer required. In the case of registered vehicles, however, the previous license plates must be presented.
After the expiration of the validity period (15 days to 1 year - depending on the insurance contract and the individual decision of the authority), the vehicle may no longer be operated on public roads.
It is additionally pointed out that for applicants without residence in Germany, the data of a receiving agent with residence in Wolfsburg must be proven and recorded.

If the registration is to be made to a foreign company, please submit the business registration with translation. -
Requirements
- COC certificate - entry for Germany. Please ensure that there is an entry for Germany in item 47 of the COC certificate (pollutant class / emission key).
- Presentation of the vehicle

Required documents
- Valid identity card or passport with registration certificate
- Proof of valid motor vehicle liability insurance via the eVB procedure, in this case for export license plates (yellow double card)
- foreign vehicle documents
- foreign license plates for registered vehicles (if available)
- purchase contract or import certificate
- As soon as the vehicle is not clearly identifiable, i.e. technical data is missing, a full certificate according to § 21 StVZO with a technical data sheet of an inspection authority is required.
- COC certificate - registration for Germany. Please ensure that there is an entry for Germany in item 47 of the COC certificate (pollutant class/emission key).
- Proof of a valid main inspection according to § 29 StVZO. Main inspection report: The test report on the last main inspection must only be submitted if the due date for the next main inspection is not stated in the vehicle registration document or the registration certificate Part I.
- For EU imports: notification for VAT purposes of the intra-Community acquisition of a new motor vehicle.
The notification must be submitted for vehicles
- which are not older than six months or
- have been driven less than 6000 km so far (total mileage)
- for imports from a non-participating EU member state
- Customs clearance certificate
- SEPA direct debit mandate or certificate of payment of vehicle tax (at least European IBAN). Since 01.03.2014, a SEPA direct debit mandate can be issued for the collection of vehicle tax. If cash payments are desired, these can only be made at the Braunschweig customs office (also Wolfsburg branch).
If applicable, the following is also required at the time of application
by proxy / representative*:
- issued power of attorney (form see below) including personal document of the authorizer and the authorized person
- Current excerpt from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director/authorized signatory and their identity card/passport.
- Excerpt from the register of associations; identity card or passport and power of attorney of the appointed representative(s).
- Proof of membership in a chamber (e.g. medical association, chamber of notaries, veterinary association, etc.) or
- certificate from the tax office
for companies under civil law:
- Complete overview of the partners (as a rule, partnership agreement)
- Power of attorney and declaration of the person to whom the registration is to be made (confirmed by signature of all partners) as well as the identity card / passport of the partner to whom the registration is to be made.

Fees
Fees will be charged according to the Gebührenordnung für Maßnahmen im Straßenverkehr (GebOSt) from an amount of 31,70 EUR will be charged. The specific fee amount can only be determined on site based on the submission of the complete documents.
Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.
If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.If there are tax arrears, these must be paid at the relevant main customs office. Registration can only be carried out after this.
