General information
For a vehicle whose owner is exempt from vehicle tax, a license plate with green lettering can be applied for. The green license plate can also be applied for in the course of a registration or transfer at the registration authority.
The customs administration is responsible for further information on tax concessions and for providing the relevant forms.
- Vehicles exempt from registration
- self-propelled working machines and forklifts with a bbH of more than 20 km/h,
- single-axle tractors for lof purposes of more than 20 km/h,
- trailers, work machines and special trailers for transporting sports equipment, animals for sports purposes or rescue boats of the rescue service or disaster control, if they are not marked for a maximum speed of 25 km/h,
- vehicles not subject to registration, which do not have to carry their own license plate, but voluntarily submit to the registration requirement.
- Emergency vehicles
- Vehicles for humanitarian aid transports
- Tax-exempt vehicles used in agriculture (under certain conditions)
- Tractor units (but not semi-trailer tractors)
- motor vehicle trailers behind tractors or special vehicles
- single-axle motor vehicle trailers (also with two axles at an axle distance of less than one meter - but no semi-trailers)
- The green license plate can also be applied for in the course of a registration, transfer or technical modification (under certain conditions) at the registration authority.
Exception:
Although tax-exempt, light motorcycles receive black license plates.

Required documents
- Identity card or passport with registration certificate
- License plate(s), if applicable
- Proof of a valid main inspection in accordance with § 29 StVZO. HU test report: the presentation of the test report on the last general inspection is only required if the due date of the next general inspection is not evident from the vehicle registration certificate or the registration certificate part I.
- Vehicle registration certificate / registration certificate part II / operating license (for vehicles not subject to registration)
- Electronic insurance confirmation (EVB) for vehicles subject to registration
- For vehicles or trailers used in agriculture, submission of appropriate proof of agricultural activity or agricultural operation. This can be, for example, proof from the employers' liability insurance association, proof from the tax office or similar.
Additional proof may be required when applying:
by an authorized person/representative:
- issued power of attorney (see form below) including personal document of the authorizing person and the authorized representative
- Current extract from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director/authorized signatory and their identity card/passport
- Extract from the register of associations; identity card or passport and power of attorney of the designated representative(s)
- Proof of membership of a chamber (e.g. medical association, chamber of notaries, veterinary association, etc.) or
- Certificate from the tax office
for companies under civil law:
- Complete overview of the partners (usually partnership agreement)
- Power of attorney and declaration of the person in whose name the registration is to be made (confirmed by the signatures of all shareholders) as well as the identity card/passport of the shareholder in whose name the registration is to be made

Fees
Fees will be charged according to the Gebührenordnung für Maßnahmen im Straßenverkehr (GebOSt) from an amount of 27,90 Euro will be charged. The specific fee amount can only be determined on site based on the submission of the complete documents.
Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.
If there are tax arrears, these must be paid at the relevant main customs office. Registration can only be carried out after this.
