Exclusively dog owners* who acquired a dog for the first time after July 1, 2011 and are not otherwise considered knowledgeable according to the law must provide proof of expertise via a theoretical and practical examination.
Exceptions:
- Those who keep a guide dog for the blind or an assistance dog for the disabled do not have to provide proof of expertise.
- Anyone who conducts usability tests for hunting dogs or has successfully passed such a test with a dog
Only the dog owner has to prove his or her expertise, not all family members. The examination must be taken by certified examiners. A preparatory course for the exam is not mandatory.
The dog owner can, but does not have to, take the practical part with his/her dog. He/she can also take another dog for the test.
Anyone who can prove that they have kept a dog continuously for at least two years between 2003 and 2013 is also considered to be competent.
The exam consists of a theoretical multiple-choice test (35 questions) and a one-hour practical exam (11 exercises at 3 different locations). The theoretical questions can also be answered online.
The fees are determined independently by the examiner.
Theoretical part of the test must be passed before the dog is acquired.
Practical test must be taken within one year of acquiring the dog.

Each dog school can also offer examination dates. However, it must be guaranteed that the examinations are taken by a recognized examiner.

Each part of the exam can be repeated as many times as necessary in case of failure. The fee must also be paid each time.
You do not have to carry the certificate with you at all times. However, it must be able to be presented to the municipality upon request.
