Short-term license plates are issued for test drives or transfer journeys (also for motorcycles) within the Federal Republic of Germany for a specifically named vehicle.
The allocation can only be applied for vehicles that have been put out of service. Vehicles with seasonal license plates outside the seasonal period are also considered to be unregistered vehicles. Outside the seasonal period, you may therefore use these vehicles with short-term license plates for test and transfer drives.
The allocation period is a maximum of 5 days from the date of application. An allocation into the future is not possible. The short-term license plate loses its validity after the expiry of the allocation period.
Please also note that applicants who do not reside in Germany must provide proof of and enter the data of an authorized recipient who resides in Wolfsburg.
- The vehicle must be known to the registration authorities, i.e. it must have type or individual approval.
If an operating permit cannot be presented, the use of the short-term license plate is limited to journeys that are connected with the preparation of an expert opinion for obtaining the operating permit (type or individual approval) to a test center in the registration district and back.
- A valid HU (expiration after the end of the validity of the short-term license plate) must be proven.
If a valid HU cannot be proven, the use of the short-term license plate is limited to trips to obtain the HU to an inspection center in the registration district at the location of the vehicle or an adjacent district and back.
- The identity card/passport with certificate of registration.
- Proof of valid motor vehicle liability insurance via the eVB procedure with receipt of a seven-digit electronic insurance confirmation number (eVB). Here specifically for the use of short-term license plates.
- The vehicle requires an operating license and must have a valid main inspection (if necessary, proof by main inspection report).
- For new vehicles:
- CoC paper in original, alternatively expert opinion according to § 21 StVZO or 13 EG-FGV.
- For used vehicles
- German registration certificate part I or II in the original
- alternatively foreign vehicle documents in the original
The registration office may also accept legible copies.
If necessary, additional documents are required at the time of application:
by proxy / representative:- issued power of attorney (see below for form) including personal document of the grantor of the power of attorney and of the authorized representative.
- Current excerpt from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director/authorized signatory and their identity card/passport.
- Excerpt from the register of associations; identity card or passport and power of attorney of the appointed representative(s).
- Proof of membership in a chamber (e.g. medical association, chamber of notaries, veterinary association, etc.) or
- certificate from the tax office
for companies under civil law:
- Complete overview of the partners (as a rule, partnership agreement)
- Power of attorney and declaration of the person to whom the registration is to be made (confirmed by signature of all partners) as well as the identity card / passport of the partner to whom the registration is to be made.
Fees will be charged according to the Gebührenordnung für Maßnahmen im Straßenverkehr (GebOSt) from an amount of 13,10 Euro will be charged. The specific fee amount can only be determined on site based on the submission of the complete documents.
Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.
If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.
If there are tax arrears, these must be paid at the relevant main customs office. Registration can only be carried out after this.
