General information
The loss or theft of the registration certificate Part II/vehicle registration document must be reported to the registration authority responsible for the license plate.
If the requirements are met, this authority will inform the Federal Motor Transport Authority (KBA). The KBA declares the lost or stolen registration certificate Part II or the vehicle registration document invalid with a submission deadline (bidding procedure). The issuance of new vehicle documents and a possible change of owner are only possible after the end of the bidding procedure(approx. 3 weeks after the initiation of the procedure).
Only the decommissioning of the vehicle is possible at any time.
In the event of loss of the registration certificate Part II/vehicle title, an affidavit (taken at the registration office) is required. The affidavit must be taken by the person who lost the registration certificate Part II/vehicle title.
Alternatively, this can be taken to a notary/lawyer.
In the case of companies, the company management expressly authorizes an employee to make an affidavit on behalf of the company.

You must also report the theft to the police. Do this as soon as possible - for your own safety.

Requirements
- In the event of loss of the registration certificate Part II/vehicle registration document, an affidavit must always be submitted by the person who lost the document. The required affidavit can be recorded in writing at the registration office. It can also be recorded by a notary public. The original of the document must then be presented.
- Notification of theft in the event of theft of thevehicle registration document or the registration certificate Part II. In the event of theft of the vehicle registration document or the registration certificate Part II, the notification of theft must be submitted.

- Main inspection report: The test report on the last main inspection must only be submitted if the due date for the next main inspection is not stated in the vehicle registration document or the registration certificate Part I.

In case of theft of the registration certificate part II/vehicle title is additionally required:
- Notification protocol from the police in the event of theft of the registration certificate Part II/vehicle title .
If the registration certificate Part II/vehicle title has been stolen, it is always necessary to report the theft to the police before going to the registration authority. The notification protocol must be submitted here.
If necessary, an additional report of loss is required:
- by proxy / representative:
issued power of attorney (form see below) including personal document of the principal and the authorized representative
- for companies (GmbH, AG, OHG, KG, UG haftungsbeschränkt, foreign legal form):
Current excerpt from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director / authorized signatory and their identity card / passport.
- for associations:
Extract from the register of associations; identity card or passport and power of attorney of the designated representative(s).
- for civil law companies:
Complete overview of the shareholders (usually shareholders' agreement); power of attorney and declaration as to which person the registration is to be made (confirmed by signature of all shareholders) as well as the identity card / passport of the shareholder as to whom the registration is to be made.

Fees
Fees will be charged in accordance with the German Fee Regulations for Road Traffic Measures (GebOSt) from an amount of 13.80 euros. The specific fee amount can only be determined on site based on the submission of the complete documents.
