A used vehicle is to be registered that was purchased in a state of the European Union (EU) or a contracting state of the Agreement on the European Economic Area (EEA).
Vehicles that have already been registered once are considered used vehicles.
It is possible to assign a license plate of your choice to the vehicle for a fee - provided the license plate is free and available. Information on availability, as well as the possible license plate combinations, can be found on the Internet under Wunschkennzeichen - Online.
Note: By registering the vehicle in Wolfsburg, a notification is sent to the country of origin. If the vehicle has not yet been deregistered in the country of origin, the owner is responsible for this.

- The vehicle was already registered in the EU / EEA.
- Main residence in Wolfsburg - you live in Wolfsburg and are registered here. A secondary residence in Wolfsburg is not sufficient. If the vehicle is registered to a company or an association, the company or association must have a registered office or branch in Wolfsburg.
- Verification of the VIN (vehicle identification number) by presentation of the vehicle or confirmation of an officially recognized expert (not applicable if e.g. an expert opinion according to § 21 StVZO is presented).
- Identity card or passport with certificate of registration
- Proof of valid motor vehicle liability insurance via the eVB procedure with receipt of a seven-digit electronic insurance confirmation number (eVB)
- Sales contract / invoice
If you have already been registered as the owner abroad, you do not need to present a purchase contract or invoice.
- Foreign registration certificate(s)
- Presentation of the foreign license plate(s) for registered vehicles (if available)
- In the case of type-approved vehicles, please provide proof of the technical data with a COC paper (EC certificate of conformity) / data confirmation from the manufacturer.
- Proof of a valid general inspection according to § 29 StVZO (German Road Traffic Licensing Regulations)
This can be waived if you have a general inspection from the factory due to the young age of the vehicle. In the case of a passenger car, for example, 3 years from the date of initial registration.
- For vehicles without type approval, an expert opinion according to § 21 StVZO is required (not older than 18 months). This certificate includes a general inspection.

If applicable, additionally required at the time of application:
by proxy / representatives*:- issued power of attorney (see below for form) including personal document of the grantor of the power of attorney and of the authorized representative.
- Current excerpt from the commercial register, current business registration, power of attorney of the managing director or authorized signatory or personal appearance of the managing director/authorized signatory and their identity card/passport.
- Excerpt from the register of associations; identity card or passport and power of attorney of the appointed representative(s).
- Proof of membership in a chamber (e.g. medical association, chamber of notaries, veterinary association, etc.) or
- certificate from the tax office
for companies under civil law:
- Complete overview of the partners (as a rule, partnership agreement)
- Power of attorney and declaration of the person to whom the registration is to be made (confirmed by signature of all partners) as well as the identity card / passport of the partner to whom the registration is to be made.
Fees will be charged in accordance with the Fee Regulations for Road Traffic Measures (GebOSt) from an amount of 31.40 EUR. The specific fee amount can only be determined on site based on the submission of the complete documents.
Additional costs for the creation of license plates are not included and will not be charged by the vehicle registration authority.
If there are any fee arrears, these must be paid on the day of registration in accordance with the Motor Vehicle Registration Requirements Act, otherwise registration of the vehicle will be refused.
If there are tax arrears, these must be paid at the relevant main customs office. Registration can only be carried out after this.
