Urban renewal Detmerode
Detmerode was created 60 years ago in the course of an urban planning competition and today is an example of the urban development of the 1960s that characterizes Wolfsburg's cityscape.
Sixty years after its foundation, the district is in a state of upheaval and is currently undergoing a generational change, including in its ownership structure. The building stock is getting on in years.
Inadequate thermal insulation calls for energy-efficient refurbishment. There is a need for action both in multi-storey residential buildings and in private detached houses. There is also a desire to expand living space and modernize buildings in their entirety. With the generational change currently being observed, there is also a greater willingness to renovate on the part of owners.
An integrated energy-efficient district concept has already been developed for Detmerode as part of the KfW's "Energy-efficient urban refurbishment" funding program. For three years, a refurbishment management team advised residents on all aspects of refurbishment options for their buildings. The aim was and is to meet the increasing energy requirements while at the same time preserving Detmerode's characteristic townscape.
Detmerode has been recognized as a district with a building stock and urban design worthy of protection. It is therefore a particular concern to pursue the further development of the entire district and the buildings in such a way that the architectural and urban design qualities of the district are safeguarded, and potential for densification and adaptations to contemporary uses are carefully coordinated.
For this reason, the council of the city of Wolfsburg has decided to have a preservation statute drawn up in conjunction with a development concept for the Detmerode district in order to preserve the urban character and yet respond to the wishes of the residents.

Preservation statute
In December 2019, the City Council of Wolfsburg passed a resolution to draw up a preservation statute for the Detmerode district in accordance with Section 172 of the German Building Code (BauGB).
After reviewing several offers, the office Strauss und Fischer was commissioned with the development of the preservation statutes in 2 modules. Module I is the development of the preservation statute according to § 172 BauGB with an inventory, determination of the urban character of the area, definition of the preservation area and the preservation goals and the actual statute.
Accompanying Building Block I, a working group was set up, each consisting of a member of the local council from the elected parties, as well as the two large housing associations Neuland and VWI. In 6 working groups different topics were presented, discussed and questions answered. In the final development there should be a citizen participation, in order to give to all interested ones the possibility of bringing in.
Building block II is a development concept for the Detmerode district, where expansion possibilities, redensification potential, but also the open spaces, e-mobility and the shopping center are to be considered.
