Strategic planning and urban development
Wolfsburg is developing very dynamically with far-reaching challenges in topics such as mobility, housing or the economy. The resulting processes of change have an impact not only on the city of Wolfsburg itself, but also on the entire region.
For this reason, Urban Development is working together with the statistics office on the basis of an integrated urban development approach and together with partners from business, politics, administration and science to develop strategies and recommendations for action for the sustainable further development of the city.
Current topics addressed by Urban Development include digitization/smart urban development, mobility, economic development, housing supply and neighborhood development, as well as regional transportation and regional development as a whole.
Topics
A holistic housing market strategy has been developed together with representatives from politics, the housing industry and administration for the strategic further development of the housing market. It serves as the basis for the future development of the housing market in Wolfsburg and provides the framework for realizing future residential construction projects in line with the city's guidelines and objectives.
Urban Development supports the dynamic further development of Wolfsburg. It deals with strategic concepts and studies on infrastructure and settlement area development and with the evaluation of labor market and economic data for the location. In this regard, there is an exchange with the economic development agencies.
The unit develops municipal strategies and concepts for sustainable, city-compatible and environmentally friendly mobility in Wolfsburg, such as the "Mobility Strategy for the City of Wolfsburg". The strategies and concepts are developed taking into account scientific and practical findings and with a focus on multimodal transport choices. Topics of Unit 21 include electric mobility, local public transport, operational mobility management, new mobility concepts and mobility stations.
Developments are described, analyzed and evaluated as part of the housing market monitoring. On this basis, concepts and recommendations are developed for the strategic further development of the housing market. In the process, approaches and results are discussed among the various stakeholders.
The aim is to shape Wolfsburg's digital transformation in a sustainable manner. As a basis for the strategic further development of Wolfsburg into a smart city, cross-thematic concepts and strategies are being developed. One result is the Smart City Strategy Wolfsburg, which is an integrated overall strategy for all areas of urban development. In order to be able to realize strategically important projects within the scope of the unit's tasks, the unit regularly solicits funding from the state, federal government and the European Union. Often, urban development and funding are closely linked. The unit's tasks can therefore range from researching funding to submitting applications, managing funding and controlling, and working on the content of the core project. This includes, among other things, the city-funded fiber optic expansion of the White Spots in Almke, Neindorf and Ilkerbruch. In addition, the unit is involved in the "Model Projects Smart Cities - Urban Development and Digitization" funding program and has taken part in the nationwide Future City competition.
Wolfsburg is the economic engine of an entire region and is committed to the further development of the location beyond its city limits in cooperation with many partners. This includes cooperation projects and exchanges within a wide range of regional committees as well as financial involvement in overarching issues such as establishing the region as a location with a high quality of life. The areas of regional planning and regional transport are the responsibility of the Greater Braunschweig Regional Association.
As a member of the association, Wolfsburg is actively involved in processes such as the regional spatial planning program and the regional public transport plan. The city of Wolfsburg is in contact with the Braunschweig Regional Development Office on various topics such as services of general interest and infrastructure in order to strengthen the region. The city is part of the "Alliance for the Region" growth initiative and is actively involved in shaping the further development of the regional economy in this context. With its involvement in the Hanover-Brunswick-Göttingen-Wolfsburg metropolitan region, Wolfsburg is also positioning itself in the international competition between locations.

Future Region SouthEastLower Saxony
Together with the Greater Braunschweig Regional Association and the Alliance for the Region, the five districts and three independent cities in the region have successfully applied for the "Future Regions in Lower Saxony" funding program of the Lower Saxony Ministry for Federal and European Affairs and Regional Development in 2022. A total of around 5.5 million euros in funding (ERDF) is available for projects in the EU funding period 2021-2027 for the future region "South-East Lower Saxony" in the fields of action "Regional innovation capability" and "Low-carbon society and circular economy". A regional management team has been set up for this period, which is co-financed with EU funds and supported with funds from the state of Lower Saxony.
Working groups are held regularly to develop and discuss project ideas in the three lead projects "Regional Energy Strategy", "Land and Water Management" and "Innovation and Transformation". Participation is open to relevant economic and social partners (e.g. from science and research, water associations, business associations and chambers, energy suppliers, environmental associations, etc.) from the Wolfsburg region. The implementation of projects is supported with up to 40 percent of the total eligible expenditure.
