Based on the City Center Compass, the City Center Direction Book defines medium-term starting points and management options. In addition to five action and dynamic areas, the director's guide also contains a comprehensive catalog of measures that can be used as a strategic starting point for further concretization if the framework conditions are suitable.
The director's guide builds on the long-term goals of Kompass Innenstadt and is primarily aimed at municipal stakeholders, including politicians, Wolfsburg Wirtschaft und Marketing GmbH (WMG) and various divisions of the city administration. It offers specific instructions for promoting cooperation with private stakeholders and effectively implementing measures. In addition, the director's book creates the structural conditions to be able to react flexibly to new developments and challenges.
The five areas of action and dynamics comprise a wide range of impulses: from strategic framework measures to creative approaches and organizational procedures. These impetus measures are not to be understood as an exhaustive list, but as a dynamic starting point for further development.
Together with the City Center Roadmap, the City Council of Wolfsburg adopted the City Center Direction Book on 4 September 2024 as a strategic implementation and action plan for the sustainable continuation of the city center development process. Together with the compass and the roadmap, it forms an indispensable building block for all inner-city planning. The measures it contains are continuously activated and supplemented in order to respond to new opportunities and developments.

Areas of municipal dynamics
The following illustration shows the five central areas of action and dynamics of the city center direction book. These range from the creation of strategic framework conditions and recommendations for action to redesign public spaces through to proposals for activating private commitment and promoting cooperation.
In each of these fields of action, initial, overarching impulses for measures are presented that pave the way for subsequent, concrete projects. The aim is to start measures where specific opportunities arise. These measures will then be included in the update of the city centre roadmap and fleshed out.
In the further development of the measures, it is important that other existing municipal specialist concepts are also included in addition to the objectives and tasks of the City Center Compass.

Participation formats
In summer 2022, a broad participation process was initiated and discussion formats were held. By participating in the city center conference, which took place on June 18, 2022, all citizens were able to help shape the concept. The content of the event was also mirrored online as part of a digital survey. From 18 June to the end of September 2022, groups of all kinds were able to address the future topics of the city center as part of the participation kits.
Various city center stakeholders and committees were involved in the development of the city center compass. Subsequently, around 60 stakeholders from various interest groups came together at an inner city workshop on 16.03.2024 in the indoor swimming pool to discuss project proposals from private third parties and to sensitize the participants to changes, to network and to call for their own initiative.

Source: urbanistaThe focal points and objectives of the compass were discussed with city center stakeholders at a city center brunch. At the beginning of 2023, a meeting was also held with owners of inner-city properties as part of the city center development concept. Participants were introduced to the inner city development process and discussed what they saw as the key goals and tasks in the inner city.
