As part of the city center process, a compass was drawn up to guide the development of Wolfsburg's city center. This includes three sub-areas and a target framework for the city center.
With the compass, the city of Wolfsburg formulates a target image of a desirable development of the city center. It consists of two levels - visions of the future and a target framework - which provide orientation and have an impact on different target groups and time horizons.
Comprehensible visions of the future for the three inner city areas provide an impetus and deliberately paint a visionary picture of Wolfsburg's inner city in order to give as much space as possible to future-oriented creative possibilities. On this basis, a social debate about the city center is to be consolidated and long-term change processes initiated.
The eight target areas of the target framework , on the other hand, have a direct impact. They form the framework for the future direction of the city center and formulate the city center promise that Wolfsburg's city center should fulfill even better in the future. The objectives and tasks are intended, among other things, to serve politicians and administrators as a basis for consideration when making decisions and reviewing projects in future.
The city center compass was adopted by the Wolfsburg City Council on 28.09.2023 as a strategic basis for the development of the city center. The City Center Compass must be taken into account in all city center planning. Future projects and measures are to be developed and reviewed within the framework of the target framework contained in the compass and the target areas and tasks formulated therein.

Vision 1: Northern city center
Wolfsburg impresses: whether it's the FabLab, mobility hub, showroom, buildings with special architectural branding or the public space designed as a connecting open space and stage - the northern city center impresses at first glance. Visitors from all over the world marvel at the modern Wolfsburg backdrop, which creates an exciting counterpart to the historic plant. As the entrance to the city with ICE connections to the whole of Germany, the main railway station, the central bus station and the Nordkopf are at their best. As a trademark of Wolfsburg, the art of innovation and engineering can be experienced directly in the urban space. The city center here is as versatile and surprising as possible, whether pocket park in the inner courtyard, sun loungers on the Mittelland Canal, playing at the phaeno, relaxing on the roof terrace, living in a green building with a green façade and cozy studio apartment or in ultra-modern micro-apartments with a view of the city: in the Downtown, Wolfsburg becomes a major international city.

Vision 2: Central city center
Typical Wolfsburg: whether salsa in the assembly hall, pop-up store, rooftop apartment, indoor playground or green oasis of well-being - the middle city center is the heart and center of Wolfsburg and its surrounding area. This is where the people of Wolfsburg meet after work in a bar, to play and do sports, for daily shopping, for medical visits, for picnics in micro-gardens or for a lively chat in the green Porschestraße. Despite or perhaps because of its historical heritage, this location is excitingly diverse and is considered an exciting playing field for the creative use of existing buildings. The advantages of a colorful, lively and yet pleasantly small-scale city can be directly felt here. Wolfsburg's living room is probably the strongest reflection of Wolfsburg's attitude to life.

Vision 3: Southern city center
Beautiful Wolfsburg: whether creative festival, administration 2.0, placemaking, cluster living, community market or wide green urban spaces - the southern city center is a dedicated and cultural hotspot of the city. The people of Wolfsburg have always been proud of this part of the city. The place has something unique - something dazzling. The institutions play an active role in the urban space, the green open spaces are designed to a high standard, the citizens show initiative and the town hall is taking a digital and climate-friendly approach. Even the new architectural accents contribute to Wolfsburg's identity and representation growing a little further every day.

Target scaffolding
The eight target areas form the framework for the future direction of the city center. They formulate the city centre promise that Wolfsburg's city center should fulfill even better in the future. In contrast to the long-term perspective of the visions, the contents of the target framework directly affect the implementation of measures, project developments and thus the design of the city center development as a whole. Tasks are assigned to each of the eight objectives, the application of which must be examined and taken into account in order to achieve the objectives and thus the long-term attractiveness of the city center. The target framework provides orientation for politicians and administrators, but also for private developers, as well as a central basis for argumentation and decision-making. The target framework and its tasks are therefore immediately relevant and have a steering effect in the context of current projects in the city center.

Participation formats
In summer 2022, a broad participation process was initiated and discussion formats were held. By participating in the city center conference, which took place on June 18, 2022, all citizens were able to help shape the concept. The content of the event was also mirrored online as part of a digital survey. From 18 June to the end of September 2022, groups of all kinds were able to address the future topics of the city center as part of the participation kits.

At the beginning of 2023, a meeting was also held with owners of inner-city properties as part of the city center development concept. Participants were introduced to the inner city development process and discussed what they saw as the key goals and tasks in the inner city.
