Exchange of driving licenses
By 19.01.2025, paper driving licenses issued to drivers born in 1971 or later must be converted to an EU card driving license.
From October, it will be possible to exchange the old driving license for the new one without making an appointment.

Information on the compulsory exchange of old driver's licenses until 2033
The mandatory exchange must be completed by 2033. A phased plan applies so that not all applications are made at the same time:
All "old" driving licenses must be converted to the EU card driving license, which has been in existence since 1999, within the next 14 years. The conversion deadlines can be found in the tables below.
Since January 19, 2013, newly issued driving licenses are only valid for 15 years, after which a new driving license with a new passport photo must be issued.
Since February 15, 2019, ALL driving licenses must be valid for a limited period of time - including driving licenses issued between 1999 and 2013
The driving license should be more up-to-date and forgery-proof and will be recorded in an EU-wide database. The time limit only affects driving licenses, not the associated right to drive the corresponding vehicle. There is no health or other aptitude test.

Tip: Use the ID terminal
An ID terminal is available in the hallway on the ground floor of City Hall B of the City of Wolfsburg. You can enter your biomatric data here:

for ID cards, passports and driver's licenses yourself. This saves effort and costs for obtaining his biometric passport photo. After capturing, the document application must be continued at the counter. The fee for capturing the data is 6.00 euros and will be charged together with the fee payable for the document application at the counter.

- a certificate of participation in first aid training
- a copy of the index card if the last driver's license was issued by a foreign authority
- when extending the driving license: the previous driving license
- without probationary period: 43.90 euros
- with probationary period: 44.70 euros

- a certificate or report from an ophthalmologist (not older than 2 years)
- a certificate of participation in first aid training

- when extending the driving license: the previous driving license

Re-issuance after withdrawal of the classes C, CE, C1, C1E, D, DE, D1, D1E

- a certificate or report from an ophthalmologist (not older than 2 years)
- a certificate of participation in first aid training
- a medical certificate of physical and mental fitness (not older than one year) in accordance with Annex 5 of the Driving License Ordinance (FeV)
- a certificate of good conduct of document type 0 (to be applied for at the Citizens' Services, room B 015)
- If you are applying for a new category D, DE, D1 or D1E license, you will also need
- an expert opinion from a doctor with a specialty in occupational medicine or the additional designation of occupational medicine or an expert opinion from an assessment center for driving aptitude on physical and mental aptitude (not older than one year)

If you have obtained a service driver's license from the German Armed Forces, Federal Police or Police, you can convert it into a civilian driver's license.

- the original of the service driver's license, if the service has already ended, a certificate from the service office confirming the possession of a service driver's license and the end of the service relationship
